Poll: Graduated Tax Constitutional Amendment In Danger of Failing

Governor JB Pritzker speaks at a 2019 news conference at the Illinois State Capitol.

Governor JB Pritzker is in danger of losing his first major electoral battle, according to a new poll conducted for The Illinoize by Woodstock-based data firm Victory Geek.

The poll, conducted Thursday through Saturday, shows 50% of voters support the graduated income tax constitutional amendment, while 39% oppose it. 10% of voters are still undecided. To change the constitution, the question requires 60% approval to pass. It can also be passed if 50% of the total ballots cast in the state vote yes, assuming potentially tens of thousands or hundreds of thousands of voters will skip the question for the presidential race, though it is a more difficult threshold to attain.

While it could deal Pritzker a defeat of a signature legislative promise, his support among voters remains strong. 64% of Illinois voters approve of the job Pritzker is doing as Governor and 55% of voters say they would give Pritzker a second term if the election were held today.

While Pritzker’s crackdowns on COVID-19 have caused loud opposition in some circles, polling shows a clear majority of voters support Pritzker’s mandatory mask order. 73% of voters approve of the order while 19% oppose it. 8% are unsure or have no opinion.

Meanwhile, controversial House Speaker Michael Madigan does not share the same level of public goodwill Pritzker enjoys. 22% approve of the job Madigan is doing, while 61% disapprove. 17% responded they were unsure or have no opinion.

It has not been considered a swing state in many national election cycles, but our polling indicates Illinois and its 20 electoral votes are solidly in the camp of former Vice President Joe Biden. 62% of respondents support Biden while 30% support Republican President Donald Trump.

It also appears as if U.S. Senator Dick Durbin is well on his way to his fifth term in the United States Senate. 55% of voters support Durbin while 19% support Republican former Lake County Sheriff Mark Curran. Independent Willie Wilson registers 9% among respondents. Another 18% are undecided or plan to vote for another candidate. (Due to rounding, the number totals 101.)

More emphasis has been placed on vote-by-mail in 2020, and it appears voters plan to cast their ballots evenly among their options. 31% say they will vote by mail, 39% say they will vote early, and 30% say they will vote on Election Day.

33% of respondents identify themselves as conservative, 23% identify themselves as moderate, while 45% identify as liberal.
